Glen Dickens

Glen Dickens is a recently retired Intergovernmental Relations/OD Manager for the Pima County Department of Transportation. His key responsibilities included managing legislation, intergovernmental agreements, organizational/leadership development, strategic planning, process improvement and team building.

Glen is a former Assistant Director of Strategic Management for the Arizona Governor’s Office of Strategic Planning and Budgeting where he was responsible for statewide and agency strategic planning for 114 state agencies, a position he held upon retiring in 1997 from Game and Fish Department. He served as a District Wildlife Manager, Regional Environmental Specialist, Public Access/Conservation Coordinator and Federal Aid/Contracts Officer, with his last 8 years as the Department’s CFO/Planning and Quality Manager.

Key competencies include leadership development, strategic planning, program management, performance measurement, personal/organizational change, total quality management, the Balanced Score Card and other organizational improvement topics. He is a frequent conference speaker/consultant.

Glen is a Certified Public Manager®(1986), and holds a B.S. in Wildlife Ecology and an M.S. in Public Administration. He is a Certified Wildlife Biologist, Certified International Business Manager, and holds two Certificates in Total Quality Management. He is presently a facilitator with Arizona State University’s Advanced Public Executive Program teaching program management, the change process and competition/collaboration in the public sector.
